Inside a JPEG there are actually two images, a thumb nail, and the full size image. That is why you can see the thumbnail OK, but not the image.

The image has been damaged, which is usually caused by the deleted file being partially overwritten by other data.

How were these files lost? What sort of media were they recovered from? Do the files have their original file names? or do they start with "Recovered..."? What type of search did you run to find them?
