Version 3.60 is very old and you need to update. Press the update button on the main program screen and it will download and install the update. Or you can download and install the latest version here:

There has been some major improvements to the partition recovery since this version, so you need to run the "Fast Format Recovery" and then try the "Complete Format Recover" of the physical drive again.
