Photos will not display

I have recovered lost photo files on the hard drive and saved them, I am unable to preview them or see them however. The file sizes were all correct and in the original folders were there also. A few mpegs that were among the photos play but display bits of a dvd movie coppied onto the drive. This was done before I knew the photos were missing. Does this mean the VOB files have overwriten the older photo files and are now corrupt? Why do the video clips show the pieces of the DVD? Is there any hope for my photos?
